What does IRS Reference Code 1561 mean?

IRS used code 1561 when the payment/withholds on file do not match the amount of payment/withholdings on the return.  The refund that is tied to the payment/withholding is currently frozen.

What to do next if you see IRS Reference Code 1561?

Determine if you have overstated the payments and withholding on the return.  If that is not the case, you will want to obtain a copy (front and back) of each check paid to the IRS.  You will submit this evidence with the response to the IRS notice.
