IRS uses code 1571 to indicate that they believe the return to be erroneous and the refund for the return is frozen.

If the IRS believes you are filing erroneous returns it is likely time to seek representation and if the return was prepared by a preparer, you may want to stop using that individual.  It’s an erroneous refund if you receive a refund you’re not entitled to at all or for an amount more than you’re entitled to.
