I am very sorry to hear this. I would recommend you to try to go online to a major tax preparation company like Turbo Tax or H&R Block or many others and proceed with filing your taxes. If you wish to dispute an offset, you should contact the agency that received the offset payment. Only contact the IRS if your offset payment was applied to a federal tax debt.
