Why Forgetting This Single Document Can Freeze Your Refund for Weeks
If you or a member of your household received health insurance through the Marketplace (Healthcare.gov), your tax return must include Form 8962. This form reconciles the Premium Tax Credit (PTC)—the subsidy that helped pay your health insurance during the year.
When Form 8962 is missing, incomplete, or mismatched, the IRS immediately places your return into a refund hold. In most cases, this produces a TC 570 on your transcript and keeps your refund stuck until you submit the corrected documentation.
This problem is extremely common—yet easily preventable. Let’s break down why Form 8962 matters and how to avoid refund delays.
Why Form 8962 Matters
If you had Marketplace insurance, you received:
- Form 1095-A from the Marketplace
- Then you must file Form 8962 with your return
Form 8962 is used to:
- Compare the credit you received vs. what you were actually eligible for
- Determine if you have to repay excess subsidy
- Determine if you are owed additional subsidy
- Confirm correct coverage months
If Form 8962 is missing, the IRS has no way to reconcile that credit—and they stop your refund immediately.
The Refund-Stopping Transcript Code: TC 570
If Form 8962 is missing, your transcript will likely show:
TC 570 — Additional Account Action Pending / Refund Hold
This means:
- Your return is frozen
- No refund will be issued
- No TC 846 will post
- No movement will occur until you provide Form 8962
WMR (“Where’s My Refund?”) will typically show:
“Your return is still being processed.”
Why This Happens
Most taxpayers fall into one of these scenarios:
1. They forgot to attach Form 8962
Software didn’t auto-generate it or user skipped it.
2. They didn’t receive Form 1095-A
But still had Marketplace coverage.
3. They had Marketplace coverage for only part of the year
And assumed the form wasn’t necessary.
4. They claimed the Premium Tax Credit on last year’s return
And IRS requires reconciliation this year.
5. A dependent or spouse had Marketplace insurance
Even if you didn’t.
If any member of the tax household had Marketplace coverage—Form 8962 must be filed.
How To Clear the Refund Hold
To resolve the TC 570 caused by missing Form 8962:
Step 1: Retrieve Form 1095-A
You can download it from Healthcare.gov or your state Marketplace portal.
Step 2: Complete Form 8962
You can do this manually or through tax software.
Step 3: Mail or fax the corrected form to the IRS
This often must be done physically—not electronically.
Step 4: Wait for the IRS to lift the hold
Once received, your transcript should eventually show:
TC 571 or 572 — Hold Removed
followed by
TC 846 — Refund Issued
How Long Does the Delay Last?
Typical delays due to Form 8962:
- 4–8 weeks after mailing in the form
- 6–12 weeks during peak filing season
- Longer if multiple errors exist
This is one of the top causes of avoidable refund delays.
Big Warning: Do Not Re-File the Return
If your refund is on hold due to missing Form 8962:
- Do NOT submit a second return
- Do NOT file an amendment (1040-X)
- Do NOT restart the filing process
The only correct approach is to supply Form 8962 upon IRS request.
How To Know If You’re at Risk
You likely need Form 8962 if:
- You used Healthcare.gov
- You received a monthly subsidy to lower premium cost
- You received Form 1095-A
- You had a gap in employer insurance
- You switched plans mid-year
- You are self-employed and used Marketplace coverage
If you received Form 1095-A, you must include Form 8962—no exceptions.
The IRS Has Become Aggressive About This
In recent years, the IRS has:
- Auto-flagged millions of returns
- Added machine-screening for missing 8962 data
- Increased TC 570 holds related to PTC reconciliation
- Required documentation before releasing refunds
This is not random. It is targeted compliance enforcement.
If you had Marketplace insurance coverage and do not file both Form 1095-A and Form 8962, your refund will be stopped. Not slowed. Not delayed. Stopped.
The solution is simple:
- Get Form 1095-A
- File Form 8962
- Send it to the IRS
- Wait for the hold to clear
Doing this correctly the first time prevents weeks of frustration and delayed refunds.
